AAS

American leadership.Responsible innovation.

Powerful AI with powerful safeguards. America should lead the AI revolution—and keep it safe, secure, accountable, and under human control.

The future is being decided now

AI is advancing faster than the rules designed to protect society.

The same technology capable of accelerating medicine, education, scientific discovery and economic growth can also create new risks to national security, employment, children, privacy, cybersecurity and public safety.

We do not have to choose between innovation and safety. America can lead in both.

American AI Safeguards works to advance practical public policies that preserve innovation while establishing responsible safeguards for increasingly powerful artificial intelligence.

Our principle

Humans must remain in control.

AI should serve people. People should not become powerless against systems they created. Consequential decisions affecting human life, liberty, security and opportunity must remain subject to meaningful human accountability. Technology should expand human potential—not eliminate human agency.

What we stand for

Six commitments for American AI leadership

01

Keep America the world leader in AI

America should continue building, researching and deploying advanced artificial intelligence. Falling behind is not a safety strategy.

Our goal is American technological leadership combined with world-leading safety standards. Build here. Innovate here. Protect people here.

02

Protect against catastrophic AI risks

Advanced AI can dramatically increase human capabilities. Those capabilities must not make it easier for terrorists, hostile governments or criminals to create catastrophic harm.

We support strong safeguards around the highest-risk applications of AI, including biological and chemical threats, advanced cyberattacks, critical infrastructure, autonomous weapons, nuclear command and control, and dangerous capabilities of frontier AI systems. Innovation can move quickly without ignoring national security.

03

Human accountability for high-stakes decisions

Some decisions should never become unaccountable simply because an algorithm made them.

When AI affects life, liberty or fundamental rights, there must be meaningful human responsibility. AI can advise. Humans must remain accountable.

04

Protect children in the AI era

Children should not become an experiment for rapidly evolving artificial intelligence.

AI products used by minors deserve particularly strong safeguards. Technological progress should make childhood safer—not more dangerous.

05

Defend America against AI-enabled cyberattacks

AI can strengthen cybersecurity. It can also dramatically increase the capabilities of attackers.

America needs a national strategy to protect businesses, government networks, hospitals, utilities, financial infrastructure and citizens from increasingly automated attacks. We support stronger AI-security testing, threat sharing and defenses for critical infrastructure.

06

Prepare American workers for the AI economy

AI will make many workers dramatically more productive. It may also transform or eliminate entire categories of work. Pretending disruption will not happen is not a plan.

The AI economy should create widespread prosperity—not prosperity for only a few.

Our policy test

Before America adopts a major AI policy, we ask five questions.

If a policy cannot pass those tests, policymakers should reconsider it.

  1. 01

    Does it protect Americans?

  2. 02

    Does it preserve American innovation?

  3. 03

    Does it strengthen national security?

  4. 04

Does it maintain meaningful human accountability?

  5. 05

Will it still work as AI becomes dramatically more capable?

We reject

Stop AI

Fear cannot be America’s AI strategy. Falling behind is not a safety strategy.

We reject

Regulate nothing

Blind acceleration is not leadership. Public safety should not become collateral damage in a race for market share.

Not anti-AI. Pro-safe AI.

There is a better path.

Develop extraordinary technology. Understand its risks. Create sensible guardrails. Hold people and institutions accountable. Keep humans in control. And let America lead.

Frontier AI Safety

Rigorous evaluation of exceptionally capable systems before deployment into high-risk environments.

Biosecurity

Strong safeguards against using advanced AI to meaningfully facilitate biological or chemical attacks.

Cybersecurity

Defenses against AI-assisted attacks on America's digital and physical infrastructure.

Human Control

Meaningful human responsibility for appropriate high-consequence AI decisions.

Child Safety

Stronger protections for minors interacting with increasingly persuasive and autonomous AI systems.

Transparency

Meaningful disclosure and accountability when powerful AI systems create substantial public risks.

Workforce Transition

Preparing Americans for rapid economic changes produced by automation.

American Leadership

Policies that allow American companies, entrepreneurs and researchers to continue leading global AI innovation.

Responsible innovation pledge

Five principles for people who build, invest, research, and vote.

  1. 1. Build boldly.

America should lead the AI revolution.

  2. 2. Test seriously.

The more powerful the system, the more seriously its risks should be evaluated.

  3. 3. Protect people.

Public safety should not become collateral damage in a race for market share.

  4. 4. Keep humans accountable.

AI cannot become an excuse for eliminating responsibility.

  5. 5. Fix problems before catastrophe forces us to.

We should learn from previous technological revolutions rather than repeat their mistakes.

Take action

Congress needs to hear from Americans.

Artificial intelligence policy should not be written exclusively by technology companies, lobbyists or government agencies. The public deserves a voice.

AI safety scorecard

Know where Washington stands.

We track important federal AI legislation against our five-question test—national security, safety, innovation, biosecurity, cybersecurity, child safety, human accountability, and workforce preparedness.

For policymakers

Good AI policy requires more than fear and more than hype.

We connect policymakers with perspectives from technology, entrepreneurship, security, science, labor and the public.
